Regulatory Updates in Gambling Industry For May 2021

In the USA there has been a lot going on legislation and regulation-wise when it comes to gambling facets during the month of May.

With a lot less activity in Europe and elsewhere, here is the entire breakdown of all that’s happened.

USA and Canada

Connecticut

The State House affirmed the new gambling deal between the Connecivut and the Mohegan and Mashantucket Pequot Tribes. The bill was sent to the legislature as HB6451 and received the majority approval.

The Senate then allowed the new expanded gambling agreement between and the bill was submitted to the Governor to be made into law.

Arizona

State’s Department of the Interior approved the new state-tribal compact which allows the state’s 24 tribal casinos to operate retail and online sportsbetting. The market could launch during Q3 2021, pending approval.

Louisiana

Louisiana’s Senate has approved the sports betting bill which was immediately proceeded to the Governor for the approval. It establishes 10% tax rate on retail betting and 18% on mobile betting.

Nebraska

Legislators of Nebraska have approved bill LB561 to be signed into law, permitting casino gaming and retail sports betting at racetracks. The Governor is expected to sign it into law.

South Dakota

South Dakot’s Gaming Commission is going to begin the sportsbetting license application process on 01 July 2021.

Alberta

The gaming commission has launched online lottery sales for national and provincial lottery draws on interactive gaming and lottery platform PlayAlberta.ca.

Florida 

State’s legislature has allowed the gaming compact between State and Seminole, allowing the tribe exclusive rights to offer craps and roulette and build three new casinos on tribal land to provide online sports betting.

Illinois

A start of the investigation has began into the potential revenue that might have been generated if the regulated online gaming was launched in the state in February 2020, before the health crisis outbreak.

Washington

The state’s regulatory body has agreed will allow 14 tribes to supply retail and on-site mobile sports betting. The agreement will require the approval from the Commission on 10 June 2021.

Maryland

The Governor has signed HB940 bill into law, which allows retail and mobile sportsbetting via 60 online licenses. The Maryland Lottery and Gaming Control Agency will start the licensing process and further regulations to oversee the industry which will launch in early Q4 2021.

Ohio

Senate received a legislation that could authorise and regulate online and retail sportsbetting in this state. The bill allows for 20 licenses for every channel and would also allow the lottery to operate sportsbetting. A 10% of gross win tax rate was suggested.

Tennessee

The Senate ed the legislation which reached House and it could regulatory oversight of the state’s sports betting market by the Tennessee Lottery Board to the Sports Wagering Advisory Council.

Nevada

The Gaming Control Board has suggested to remove the prohibitions on state’s online gaming in the state and to allow licensed operators to offer online casino games. The proposals were due to be considered in a public hearing on 13 May 2021.

Europe

Sweden

More online gambling restrictions related to pandemic have been put into effect until 14 November 2021. The new restrictions set a weekly deposit limit of SEK5k and maximum bonus limit of SEK100 on digital casino games.

’s Bundestag is to reconsider the suggested tax rate of 5.3% for online gaming market’s revenue. That tax rate was contrary to EU state aid rules and might discourage onshore channelization and give landbased gambling operators a tax advantage over the online market.
