The two regulatory bodies overseeing operators’ activities were the Ministry of Finance and the State Directorate for Gambling. From 2012, Serbia allowed commercial operators to apply for a license to start operations in the country. With that, the country received foreign investments and saw how good the industry could be for the revenue.

The New Games of Chance Act…

…not only allowed foreign operators to apply for a land-based gambling license but also legalized online gambling and allowed commercial operators to apply for a license. Licenses for 10 years were granted to anyone who has a land-based presence in the country, foreign investors included.
