New Mexico Bill Could Legalize Live Dealer Games, Sportsbooks

The State of New Mexico is pretty gambling-friendly, in general, given that most forms of gambling are legal within the state. While there are no state legalized and regulated commercial casinos, there are a wide-variety of Tribal Casinos that have the full gamut of gaming options. Unlike states such as Montana, a few of these Tribal Casinos are actually fairly sizable properties.
The New Mexico Racing Commission is in charge of both live and simulcast wagering regulation and the most recent annual report is for 2017.
In it, we discover a total racing handle of $157,548,524 including both live and simulcast. Handle just refers to the total amount in bets made, not revenues.
There are six racetracks, which we will list shortly, who hosted a total of 274 racing events that year ranging from 17-72 per location. The commission charges a complicated array of fees and taxes as relates racing activities that aren’t really worth breaking down here. All told, $123,709,898 was returned to the public as winnings, so the average return to player was 78.52%. In general, direct bets (win/place/show) have better returns than do exotic bets.
These racetracks are also permitted to have slot machines, but not table games, which makes them racinos. These racinos are required to have a minimum theoretical return to player of 80%, as are the Tribal Casinos, per the compact with the state.
Charitable gambling in the form of bingo, raffles and pull-tabs is legal in the state. There is an annual licensing fee of $500 for each type of gaming offered as well as a tax of 0.5% on all wagers (as opposed to revenues) that come by way of charitable gaming.
We can see from this report provided to the state by way of the Tribal Gaming Compact.
That the tribes enjoyed a net casino win of nearly 200M in the fourth quarter of 2018. This only varied by give or take ten million each quarter (both ways) of that year, so the Tribal Casinos won roughly 800M for the year in total.
Online Gambling In New Mexico
Update: We do not expect the online gambling situation to change in the State of New Mexico anytime soon. There are a few Tribal Casinos in the state to offer retail sports betting, though New Mexico has yet to explicitly make that legal.
The way the Tribal Compacts work with the casinos located in the state is that they contain lists of Nevada was the only state in which it was legal in the first place.
As a result, retail sports betting in the state might be considered, at least by the tribes who offer it, as, “Presumptively legal,” which only means there is presently no law that says they can’t.
For our part, we hope that the Government of New Mexico will just leave the Tribal Casinos alone on this one and, if not expand to allow for online sports wagering, at least let them continue to offer physical retail wagering-which really isn’t hurting anything.
In the meantime, we can find no Legislation that has been introduced in the state that would pertain to online wagering at all, so we have no idea if online poker, casino or sportsbooks will ever be regulated within the state.

Unless specifically authorized by the state, “Making a bet,” is always illegal. Online gambling has not been specifically authorized by the state, therefore, online gambling is illegal.
With that being said, we have uncovered no cases of anyone prosecuted for unlawful gambling if acting in the capacity of a mere player. Any adverse legal action has befallen operators.
New Mexico doesn’t seem particularly interested in sports betting or online gambling at the present time as there are no bills on the table in either case.

The New Mexico Lottery’s Fiscal Year Report for 2018 is available here.
In it, we find that New Mexico participates in the multi-state major jackpots Powerball and Mega Millions. The lottery did $134,029,109 in sales that year of which $73,142,478 was paid out in prizes. The return to player is a positively abysmal 54.57%, on average, and instant tickets only returned 56.34%, which might be the worst that I’ve ever seen.
The average lottery spend per resident, based on a population of 2,095 million, is $63.98 while the average loss per resident is only $29.06 per resident. This is likely due to the wide variety of other forms of gambling available in the state.
Racetracks
We list the racetracks below:
Downs at Albuquerque
The Downs at Albuquerque are located in the city of the same name and conducted live racing 41 days in 2017. The facility is home to a 65,000 square foot gaming floor consisting of over 700 gaming machines. The facility also features live music on certain weekends.
Dining consists of The Crown Room (Steak and Sea), a casual dining place actually called Casual Dining and Downs Cafe. Simulcast wagering is available daily and broadcasts races from the United States and Internationally. First Turn Lounge and Patio is the main bar with entertainment every weekend.
New Mexico State Fair
There are seventeen racing days at the New Mexico State Fair, which is held in the capital of Albuquerque. Betting takes place at the five other tracks.
Ruidoso Downs
Ruidoso Downs is located along Interstate 70 and lists itself as being in Ruidoso Downs, New Mexico. It appears to be located not too far west of Roswell. This property is also a racino and offers its guests over 300 slots at Billy The Kid Casino. Simulcast wagering is available daily.
Dining options include Billy’s Race Book, All-American Turf Club (during live racing season), Billy’s Sports Bar and Grill and Ruidoso Jockey Club. There are also concessions stands scattered throughout offering various choices from these eateries.
SunRay Park
SunRay Park conducted 36 live racing days in 2017 and is located in Farmington, New Mexico. The property is a racino with over 400 slot machines, video blackjack games. Simulcast wagering is available year-round and food is served at the Sportz Arena.
Sunland Park
Sunland Park conducted 72 live racing days in 2017 and is located in a city of the same name. This property is also a racino and offers its guests around 700 machines. Electronic table games include blackjack, roulette and Texas Hold ‘Em.

The property is also home to a hotel, which consists of 78 guestrooms and suites. Amenities include free wireless internet access, a fitness center and a business center.
Dining options include Ventana’s Bar and Grill, Riley’s Restaurant, Jackpot Grill and Cantina Grill.
Sunland Park is about as close as it gets to a commercial casino destination in New Mexico, considering the existence of a hotel, multiple dining options and electronic table games.
That does it for the horse tracks, and fortunately, greyhound racing is illegal in the State of New Mexico.
Zia Park
Zia Park conducted 56 live racing days in 2017 and is located in Hobbs, New Mexico. This racino is home to 750 slot machines ranging in denomination from pennies to hundreds. Simulcast wagering is available year-round.
Like Sunland Park, the property is also home to a hotel. It also has a fitness center, business center and free wireless internet access. Dining options include Centennial Steakhouse, Starting Gate Bar and Grill and Turf Club Restaurant, though the lattermost is only open during live racing season. They have live bands on weekends, though there is a cover charge.
Land Casinos In New Mexico
We have already discussed the racinos above, which are not technically casinos and never can be unless the law changes to allow for table games and other stuff. Those racinos are also legally obligated to be tied to a physical horse racing track that existed prior to the machines being authorized. As with many states, West Virginia being a good example, the machines were really only authorized because it was the only way to ever keep the tracks open.
With that, we move onto the Tribal Casinos in the state, of which there are many:
Apache Nugget Casino
The Apache Nugget Casino is located in Cuba, NM and is owned and operated by the Jicarilla Apache Nation. This casino is part of a travel center, so it has an attached convenience store and gas station. The casino itself is a small affair and consists of 100, “Slot machine games.” An event center hosts occasional events, including a free annual concert.
Black Mesa Casino
The Black Mesa Casino was formerly known as the San Felipe Casino. The latter was also known as The San Felipe Casino Hollywood, which was sometimes shortened to Casino Hollywood, but no casino ever existed that was just called, “Casino Hollywood.” That is why so many listing sites have this wrong.
Further, if you search, “Casino Hollywood New Mexico,” that’s not going to help you at all. You must search San Felipe Casino and then you will discover that it is now Black Mesa Casino.
With that out of the way, the property is was and always has been located in Algodones, NM. It has also been owned and operated by the San Felipe Pueblo, hence the old name. Why did they rebrand? Don’t know, but they did. Maybe because of the Portal and Half-Life video games, who knows? It’s a cool name, anyway.
In addition to a gaming floor consisting of 600 machines, the Black Mesa Casino is also home to an RV Park. The eatery is the Black Mesa Kitchen which serves breakfast and sandwiches.
Buffalo Thunder Casino and Resort
The Buffalo Thunder Casino and Resort is owned and operated by the Pueblo of Pojoaque. It is located just north of Santa Fe. It is billed as the Hilton Santa Fe Buffalo Thunder, so apparently the tribe has a franchise agreement with Hilton, likely a good idea for online exposure.
The property is home to an indoor and outdoor pool, wireless internet access is complimentary and there is also a fitness center as well as a nightclub. The casino floor consists of 1,200 combined slot, video poker and Craps and Blackjack. The eight-table poker room deals Limit Texas Hold ‘Em, No Limit Texas Hold ‘Em and Pot Limit Omaha. The Thunder Race and Sportsbook features sports betting and simulcast wagering on horses and greyhounds.
The property is also home to a golf course. Entertainment acts are generally either fights of one kind or another or tribute act bands.
Dining options include Red Sage Restaurant, Iguana Cafe (Mexican), Turquoise Trail (American), Towa Grill, Pueblo Deli and Starbucks.
This is definitely one of the more complete gambling destinations in the state and would make an excellent place to spend a few days if you happen to be touring around in the southwest.
Camel Rock Casino
Owned by the Pueblo of Tesuque, the Camel Rock Casino is located in Santa Fe County, NM. This casino was closed in late 2017 and is replaced by the Tesuque Casino.
Casino Apache Travel Center
The Casino Apache Travel Center is owned and operated by the Apache and is located just outside Ruidoso. Yes, this is a different place than the Apache Nugget, but is extremely similar. One difference is that they offer blackjack, roulette, three-card poker in addition to the slots. The casino’s website does not list a machine count and their phone number went to some general line to book at a nearby hotel.
The eatery is called Smokey B’s and is basically casual American.
Casino Hollywood
This casino does not exist and never did exist, despite multiple sources reporting to the contrary. It was basically the unofficial name of the San Felipe Casino floor, which also no longer exists, as it was renamed Black Mesa Casino.
In any case, there was no, “Casino Hollywood,” it was always the San Felipe Casino prior to the name change. Unofficially, it sometimes would be called San Felipe Casino Hollywood.
Cities of Gold Casino
The Cities of Gold Casino is located near Santa Fe, New Mexico, and is owned and operated by the Pueblo of Poloaque. The hotel is home to 124 guest rooms and includes free hi-speed internet as well as access to a pool and fitness facility.
They have coin droppers!!! That’s terrific! They say that they have the only one dollar coin games in the State of New Mexico. They don’t list a machine count, but all is forgiven, because they have coin-droppers. They also have a bingo room, but say themselves that session times vary.
The eatery is the Barranca Cafe, the property is home to some bowling lanes and the property’s bar is The Golden Cantina.
They won us over with the coin-droppers. It sounds like a cool little place to stay if you’re in the area, plenty to do, easy way to kill a weekend.
Dancing Eagle Casino
Dancing Eagle Casino is owned and operated by the Pueblo of Laguna and Laguna Development Corporation and is located in Paraje, NM. In addition to a casino, this property also serves as a rest stop and gas station popular with ersby.
The casino floor is home to over 600 slot machines and includes the only non-smoking slots area in the county. The property also houses bingo on a daily basis and is the largest bingo room in the entire state. In addition to the gas, there is a convenience store and RV Park located on the property, so it makes a good overnight stop if travelling by RV.
Dining includes the Great American Diner as well as Cafe 108 that serves the, “World Famous Laguna Burger,” that I’ve never heard of until writing this paragraph.
Fire Rock Navajo Casino
The Fire Rock Navajo Casino is owned and operated by the Navajo Nation Gaming Enterprise and is located in Church Rock, NM. The property is home to 900 of the hottest slot machines ranging in denomination from pennies to $25, which is higher limit than many other casino properties in New Mexico. There is a live bingo room at this property. Finally, table games consist of Roulette, Blackjack, Spanish 21 and Craps.
Eateries include Cheii’s Restaurant and the Navajo Food Court. The Food Court is not really a food court in the sense most people would use the term, it’s basically just a single snack and sandwich stand.
Inn of the Mountain Gods Resort and Casino
Inn of the Mountain Gods Resort and Casino has one of the most grandiose names I’ve ever heard (which is awesome) and is owned by the Mescalero Apache Tribe and Warner Hospitality. The property is located in Mescalero, New Mexico.
This is easily one of the most sizable casino properties in the state with a gambling floor consisting of 45,000 square feet of gaming space. The website neglects to list the number of rooms, and the phone number leads to needing to leave a message, so we will just say they have quite a few and amenities include complimentary wireless internet, fitness center, pool and complimentary valet parking.
The casino offers blackjack and live bingo. Live poker is played seven days a week as of the time of this writing with live bingo on weekends. The property neglects to list the slot machine count on their site and it is very difficult to get anyone there on the phone after multiple attempts.
Bars are Club 49, the 1852 Treaty Room and Wendell’s Lounge. Entertainment can be found in the form of stand-up comedy at the LOL Comedy Club.
Restaurants include Wendell’s Steak and Seafood, Wendell’s Lounge, Broken Arrow Tap House, Gathering of Nations Buffet, Big Game Sports Bar, Apache Tee Restaurant, 1852 Treaty Room and Smokey B’s Grill.
There are any number of outdoor activities in the area including golf, hiking and a zipline, just to name a few.
We couldn’t recommend this property enough as a tremendous place to relax and spend a weekend, or maybe even an entire week. While it sounds like the casino offerings are pretty limited, the number of eating establishments are nothing to sneeze at and the number of outdoor activities are awe-inspiring, if you’re into that sort of thing. In any case, it should be no problem to find plenty to do, and eat, if you happen to be visiting this area of New Mexico.
Isleta Casino and Resort
Isleta Casino and Resort is owned and operated by the Pueblo of Isleta and is located in Albuquerque, NM. The guest amenities at the hotel include complimentary wireless internet access, indoor pool and hot tub, a fitness center as well as bowling, billiards, arcade and laser tag for the whole family. In addition to the 201 guest rooms, the property also features an RV Park.
The gaming floor is home to 1,700 slot, video poker and video keno machines. Table Games include Blackjack, Roulette, Craps, Baccarat with only 4% (usually 5%) commission as of the time of this writing. Poker games include No Limit Texas Hold ‘Em, Limit Hold ‘Em and Omaha Hi-Lo.
The property features multiple major musical and comedy acts throughout the year, such can be found here.
Dining establishments include Embers Steakhouse and Tiwa Restaurant and Lounge. Grab and go places include Chile Ristra, Daubers and The Snack Bar. Chill features snacks and Starbucks coffee.
We highly recommend this casino resort as a spot if you’re travelling with family. In addition to the outdoor activities, there is plenty of stuff for the whole family to do inside with the bowling, arcade and laser tag. The room rates are extremely reasonable for what you get and it’s just an easy place to have fun and enjoy a weekend.
Northern Edge Navajo Casino
This casino would more properly be called Northern Edge Casino, though it is owned by the Navajo, and is located in Farmington, NM. The casino floors houses more than 750 slot machines ranging in denomination from pennies to $25. Table games include Blackjack with 21+3, WPT Heads Up Hold’em, Craps, Roulette, Blackjack, Mini-Baccarat (Dragon Bonus), Players Edge 21 and Pai Gow Poker.
Cedar Bow is the restaurant proper while The Food Court is really just one eatery located on the casino floor. They must use, “Food court,” differently than everywhere else, because anywhere else it would refer to a collection of small eateries, not just one place.
Ohkay Casino Resort
The Ohkay Casino Resort is located in Ohkay Owingeh, NM, and Ohkay Owingeh is also the name of the tribe that owns the property. The hotel on this property is 100% non-smoking and features a seasonal outdoor pool, free wireless internet access and a fitness room. The casino floor is home to a combined 700 slot, video poker and video keno machines. The total room count of the hotel is 101.
Dining options include the Harvest Buffet, Coyote Cantina and Coffee Spot. Live entertainment can occasionally be found at the Silver Eagle Lounge.
Great place to stop if you happen to be in the area. We would stop short of calling it a, “Resort,” but it still seems like a perfectly serviceable hotel and casino.
Palace West
Palace West Casino is not its own casino. It just refers to the non-smoking area of Isleta Casino and Resort.
Route 66 Casino Hotel
Route 66 Casino Hotel is owned and operated by the Pueblo of Laguna and Laguna Development Corporation and is located in Albuquerque, NM. The hotel features free wireless internet, indoor pool, fitness center, childcare (pay) and a business center. The hotel has a total of 140 guest rooms.
The sizable casino floor is home to around 1,300 combined slot machines, video poker and video keno games. Table games include Blackjack, Craps, Roulette, Ultimate Texas Hold Em, Pai Gow Poker, Three-Card Poker and Free Bet Blackjack. The bingo room consists of 500 seats and there is a bingo schedule on the website. The sportsbook is at the sports bar.
Dining options include Buffet 66 Fresh Market, Thunder Road Steakhouse and Cantina, Stadium 66 Sports Bar while quick bites can be found at Dairy Queen, Johnny Rockets, Snack Bar and Main Street Restaurant.
Legends Theater features a variety of national acts and seats well over 2,000, the schedule is available here.
Overall, we would consider this property worth a stop if you’re in the area. We would tend to stop just short of calling it a resort because they don’t mention much in the way of outdoor activities. It seems like the only thing kids would have to do is go to Kids Quest while parents do their thing and there’s not really enough for the whole family to do together.
Sandia Casino
Sandia Casino is located near Albuquerque, NM and has an outdoor theater, convention center and 110,000 square feet of gaming real estate, making it the largest casino floor in the state. It is owned by the Sandia Pueblo.
The property receives a four diamond rating from the AAA and consists of 228 guest rooms and suites. Amenities include complimentary wireless and wired internet, fitness center, hot tub, seasonal outdoor pool, fire pits and free valet parking.
Regular entertainment can be found at Tlur Pa Lounge and Bien Shur Rooftop while the Ampitheatre occasionally features national acts. The property features about 1,800 slot, video poker and video keno machines ranging in denomination from pennies to hundreds. Table games include Blackjack, Craps, Pai-Gow Poker, Roulette and Mini Baccarat. The poker room features 15 tables dealing Limit Texas Hold ‘Em, No-Limit Texas Hold ‘Em and Omaha Hi Lo. THere is also a bingo room open during certain hours.
Additionally, the property is home to a spa as well as a golf course.
There are four bars for libations and dining options include Bien Shur Restaurant (fine dining), Council Room Restaurant (steaks and sandwiches), Thur Shan Buffet, Sandia Clubhouse Grill and Kiva Koffee.
This property is definitely a legitimate resort and seems like an excellent stop for those travelling alone or as a couple. If there is stuff for kids to do, they don’t make it a point to mention it, so we will assume there is not.
Santa Ana Star Casino
The Santa Ana Star Casino is owned by the Santa Ana Pueblo and is located in Bernalillo, New Mexico. For a long time, this casino was known to offer a Buy 4, Buy 10 and Field Bet on Craps with no house edge, but that is unfortunately no longer the case. The property’s casino floor comes in at a sizable 109,000 square feet.
The hotel consists of 204 guest rooms and amenities include wireless internet, indoor pool and hot tub, free continental breakfast, fitness center and complimentary valet parking. The casino floor is home to 20 table games as well as 1,600 combined slot, video poker and video keno games.
Table games include Super Three Card, Baccarat, Blackjack, Pai-Gow Poker, Craps, Roulette and Heads Up Hold ‘Em. The property is also home to New Mexico’s first sportsbook and has 24/7 betting terminals.
In addition to the casino, Starlight Bowling Bar and Grill is located on this property, so that’s something to do for all ages. Standup comedy can be found at The Stage and live music occasionally appears at Lounge 54.
Dining options consist of Juniper Steakhouse, Cantina Rio (New Mexican), Feast Buffet, Mesa Grill (quick eats) and the aforementioned Starlight Bowling Bar and Grill.
This is a solid gambling destination and is definitely worth spending one or a couple days. The bowling is at least something to do that you don’t find at every casino property.
Santa Claran Hotel Casino
Owned by the Pueblo Santa Clara, the Santa Claran Hotel Casino is located in Espanola, New Mexico. The hotel is home to 122 rooms, of which nineteen are suites and guests can enjoy complimentary wireless and wired internet. Everything else listed as a hotel amenity is as standard as can be.
The 27,000 square foot casino floor is home to about 700 slot, video poker and video keno machines. Table games offered are Roulette and Blackjack. The Grill at Santa Claran is the restaurant while Java Lounge has snacks and coffee.
Pretty much a locals place or a one-night stop for ersby, nothing wrong with that.
Sky City Casino
Sky City Casino is located in Acoma Pueblo, NM and is owned by the Pueblo of Acoma. The hotel features 132 rooms, complimentary wireless internet, seasonal outdoor pool and a fitness center. The casino floor consists of about 640 slot machines, table games include blackjack, roulette and craps and there is also live bingo.
Huwak’A is the property’s buffet, Haanu Snack Bar has pizza and quick bites while Pinon Tree is mainly soups, salads and sandwiches. The property is also home to Sky Lounge, which features live music on many weekends.
Taos Mountain Casino
The Taos Mountain Casino is owned by the Taos Pueblo and is located in Taos, New Mexico. The casino floor is home to over 200 video poker, video keno and slot machines.
The Red Diamond Grill serves breakfast, lunch and dinner.
There you go. It’s a restaurant with slot machines.
Tesuque Casino
Located in Santa Fe, Tesuque Casino is owned and operated by the Tesuque Pueblo. The casino floor consists of 800 slot machines and ten table games, including Blackjack, Craps, Roulette, Heads Up Hold Em and Pai Gow Poker.
The Cottonwood Kitchen is a sit-down exhibition restaurant while The Grab N Go does what it says on the box. Live entertainment can be found at the casino’s lounge weekends and Mondays.
The casino does not have a hotel, but it offers free shuttle service to three area hotels as of the time of this writing.
This is basically a locals place and a decent place to stop if you’re in the area for a night. Simple and straightforward.
Wild Horse Casino and Hotel
Wild Horse Casino and Hotel is located in Dulce, New Mexico and is owned and operated by Jicarilla Apache Nation. The hotel consists of forty fairly basic rooms and is attached to the 160 slot, video poker and video keno machine casino floor. Additionally, there is a bar and restaurant.
That’s pretty much all there is to this one.
Slot Machine Ownership
