Governor Kathy Hochul has taken a significant step toward addressing gambling addiction by g a new piece of legislation designed to curb the harmful effects of gambling in the state. The bill, identified as S1550/A1118, mandates that all ments promoting gambling, including sports betting, must include clear warnings regarding the potential risks and addictive nature of gambling. The intention behind this legislation is to ensure that residents of New York are fully aware of the dangers that gambling can pose, while still allowing them to enjoy such activities responsibly.
This new legislation builds upon prior regulations that required gambling ments to display a problem gambling hotline number prominently. With S1550/A1118, mobile sports betting ads are now explicitly covered under the same conditions as traditional gambling-related ments, further tightening the rules for online and mobile platforms. By expanding these protections, the state aims to ensure that more people are reached with critical information about gambling addiction and how to seek help.
Governor Hochul expressed the importance of this new law in protecting New Yorkers. “Protecting New Yorkers from the dangerous and addictive effects of problem gambling and sports betting is vitally important for the prosperity of our great State,” the Governor said. She added, “I want New Yorkers to be able to safely enjoy the activities they love, while proceeding with caution when necessary. I’m confident that with the g of this new bill, New Yorkers will have easier access to the safety resources they need to better protect themselves from the grips of addiction.”
The new legislation not only targets gambling ads but also requires the State Gaming Commission to work in close collaboration with the Commissioner of Addiction Services and s. Together, they will ensure that all gambling-related ments include a problem gambling hotline number and comply with the necessary guidelines. This collaboration underscores the state’s commitment to addressing the dangers of gambling addiction on multiple fronts, from awareness to treatment access.
State Senator Leroy Comrie, a sponsor of the bill, emphasized the importance of informing the public about the risks associated with gambling. “New York residents have access to various gambling options, including casinos, racetracks, the lottery and sports betting platforms like FanDuel and DraftKings. It’s essential that s are informed about the risks of addiction and know where to seek help if needed,” he stated. He also stressed that while gambling contributes to the state’s revenue, it is equally important to promote responsible gambling practices and protect communities.
Assemblymember Clyde Vanel, who worked with Senator Comrie on the bill, highlighted the necessity of this law in fostering a safer gambling environment. “We are excited that the Governor recognizes this bill as an important step forward in protecting New Yorkers that may be vulnerable to a gambling addiction. With this new law, we are strengthening the protection of New Yorkers across our State.” He emphasized that the legislation will help encourage responsible gambling practices and ensure people have access to the they need.
Brian O’Dwyer, Chair of the New York State Gaming Commission, also welcomed the new legislation, noting that New York already has several safeguards in place to promote responsible gambling.
Gambling addiction is often called a “hidden addiction” because it does not usually present obvious physical signs like other forms of addiction. However, the consequences can be severe, leading to financial troubles, emotional distress, social isolation, and even physical harm. Moreover, the effects of problem gambling can extend beyond the individual, impacting families, friends, and entire communities.
As Commissioner of the New York State Office of Addiction Services and s (OASAS), Dr. Chinazo Cunningham highlighted the growing availability of gambling and the importance of educating the public about its potential risks. Dr. Cunningham believes the new law will play a crucial role in ensuring New Yorkers gamble responsibly and access vital resources when needed.
New Yorkers struggling with problem gambling have several options available to them. The state offers a range of services, including inpatient, outpatient, and residential treatment programs, along with recovery services. The New York Council on Problem Gambling, funded by OASAS, operates Problem Gambling Resource Centers across the state. These centers provide information, training, and connections to treatment, ensuring that those who need help can access it in every region.
With this new legislation, New York State is taking a proactive approach to curbing the rise of gambling addiction, ensuring that residents can enjoy gambling while remaining aware of its risks and knowing how to get help if needed.
