Cease-and-desist orders were issued to You Wager, Bet Pop Casino, Wager 7, and Discount Wager, all of which were found to be in violation of multiple Michigan laws governing online gambling.
The platforms reportedly offered sports betting and casino-style games without securing the required licenses under the Lawful Internet Gaming Act, the Michigan Gaming Control and Revenue Act, and the Michigan Penal Code. These violations not only breach state law but also expose consumers to significant risks due to the absence of regulatory oversight.
Among the four operators named, You Wager has been in existence since 1998 and is ed in Costa Rica. Although based offshore, the site actively accepts wagers from U.S. customers, including those in Michigan. It provides an extensive array of betting options, such as esports, mixed martial arts, and international soccer, and is notable for permitting NFL spread bets up to $10,000—a level that appeals to high-stakes bettors.
Bet Pop Casino, accessible via betpop.lv, launched in 2019 and is managed by First Fidelity Company. Despite its diverse gaming selection—which includes slots, roulette, poker, and table games—the platform is not licensed in Michigan and is not subject to state regulatory requirements.
Wager 7 also operates as an unlicensed offshore sportsbook. In addition to markets on NFL, NCAA football, and horse racing, it offers casino games like pai gow, craps, and baccarat. It also s features such as “same-day payouts” and referral bonuses, all without meeting the standards required of licensed operators.
The fourth entity, Discount Wager, was created in 2020 and is similarly owned by First Fidelity Company. This online casino lacks the and conditions and consumer protections expected from regulated platforms.
MGCB’s investigation confirmed that all four platforms were conducting gambling activities in the state without proper authorization. These operations were found to be in clear breach of Michigan’s laws regulating gambling, including those that establish licensing requirements and consumer safeguards.
MGCB Executive Director Henry Williams commented on the enforcement action, stating: “Illegal gambling operations prey on vulnerable consumers and undermine the integrity of the regulated gaming industry. Michigan residents deserve the protections that come with licensed, legal gaming. We will continue to take strong action against those who skirt the law.”
Each of the named gambling sites has been formally ordered to cease all activities within Michigan. They have been granted a 14-day window to halt operations or face additional legal measures. The Michigan Gaming Control Board is coordinating with the Michigan Department of Attorney General to ensure compliance and pursue any necessary follow-up action.
